Norway Allocates NOK 100 Million for Business and Industry in Ukraine

Norway is stepping up its support to the Ukrainian business sector with up to NOK 100 million in 2025 and 2026, through the call for proposals "Support for Enterprise Development for Ukraine", managed by Norad.

This call aims to promote investment-ready projects and facilitate increased business investments in Ukraine. Companies from all countries, including Ukrainian, Norwegian, and international actors, are invited to apply. Priority sectors include:

  • Sustainable energy production
  • Food security and agriculture
  • Reconstruction of critical infrastructure

Reducing Risk for Business

Investing in a country affected by war involves significant risk. This funding opportunity seeks to reduce that risk by supporting well-prepared projects that can contribute to Ukraine’s economic recovery and sustainable development.

What’s New in 2025?

To ensure impact, Norad has made some changes to the 2025 call:

  • Priority will be given to projects valued at NOK 5 million or more and applicants with an annual turnover of over NOK 25 million
  • Up to 50% of the grant can be allocated to capital investments (equipment)

Applications are reviewed on a rolling basis, so early submission is strongly recommended. The call will close once funds are exhausted, with a one-week notice before closure.
