NUCC hosts Roundtable on Ukraine’s Energy Situation

On February 11, NUCC hosted a roundtable discussion to examine Ukraine’s urgent energy challenges, spurred by the loss of 9 GW of production capacity in 2024 due to russian attacks. Some of the capacity has been rebuilt, but Ukraine is still experiencing rolling blackouts to offset the remaining energy deficit.  

High-level Ukrainian representatives — among them Anna Zamazeeva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine, and Serhii Nahorniyak, Member of Parliament and Head of the Subcommittee on Energy Efficiency and Energy Savings in Ukraine — outlined the country’s immediate and long-term needs.

NUCC members and other participants explored how Norwegian expertise can help address these demands using solutions such as:

  • Battery energy storage systems
  • Distributed gas engines
  • Rooftop solar panels
  • Hydropower plants
  • Biofuel boilers
  • Wind parks

The participants also shared their experiences in entering the Ukrainian market, offering practical advice on navigating regulatory frameworks, establishing partnerships, and managing risks in an evolving environment. Among the discussed topics, were issues concerning export credit loans, pre-purchase agreements, and guaranteed-buyer schemes that can trigger investments.

Mrs. Zamazeeva also described how the Ukrainian Decarbonization Fund will provide loans for Ukrainian municipalities to purchase or lease energy efficiency and energy saving solutions.

The event highlighted a shared commitment among Norwegian businesses, organizations, and government bodies to support Ukraine’s energy resilience.
